Real estate agents are preparing to make money in Romania from a new investment segment on the local market. Which cities are targeted?

Real estate investors in Europe are increasingly planning to put their money into projects that are intended for rental housing, collective housing and dedicated to students in Eastern European countries, with Romania being a particularly targeted market, according to an analysis carried out by real estate consultancy company Cushman & Wakefield.
According to consultants, the "living" sector, which includes rental housing, student dormitories and co-living solutions, continue to attract strong investor interest in Europe. According to the company's European Living Investor Survey 2025, 751% of investors surveyed expect an increase in their exposure in this sector in the next five years.
"Although established markets such as the United Kingdom, Spain and Germany remain at the top of investors' preferences, the report highlights a growing interest in Central and Eastern Europe, especially Romania. the study authors note.
Although in Western Europe, the development of residential projects dedicated exclusively to rental is not a new practice, in Romania, a market where most people prefer to be owners and not renters, this segment is just beginning on the local market. Romania had the highest percentage of homeowners in the EU, so that, in a country where, until now, buying was a priority, developing rental projects was not very attractive.
Now, the rental segment is starting to grow, especially given the housing prices continue to rise, and younger generations are much more willing to rent.
At the same time, student dormitory projects, although a few have appeared in Bucharest, are still an underexploited segment in Romania, which has several cities with very high potential through their university centers. In addition to Bucharest, the country also has very strong regional university centers, such as Cluj, Iași, Timișoara, and even Constanța, Brașov, or Craiova.
According to Cushman, three large cities in Romania present very high potential for such investments, and investors are looking for both projects that are already built to invest in, but are also considering projects that are started from scratch.
