Individuals will be able to purchase confiscated goods

The current regulatory framework regulates the right of the State Tax Service to conclude sales contracts only with legal entities. To fill the gap and eliminate regulatory contradictions, the Ministry of Finance has developed a new document, reports Logos Press.

Thus, the Ministry submitted to public consultations the regulations regarding the management of confiscated and ownerless assets, as well as assets transferred to state ownership by inheritance.

In particular, the draft contains procedural provisions, as well as rules on the method of valuation and trading of goods by direct sale, commission trade and discount auction. The document also defines the time frame within which goods must be revalued and sold at a reduced price directly to the SFS and on commission. In addition, it establishes the value of the coefficients related to the discount applied to goods transferred for sale.

It is expected that the goods will be revalued, including for direct sale, every 30 working days, with the application of discounts of 20%. Currently, revaluation is possible only if they are transferred on commission. If the goods could not be realized within 150 working days, according to the project, they will be sold at auction with a price reduction of up to 50% from the last revalued value.

At the same time, weapons, ammunition, military equipment, dual-use products, technologies and services (civilian and military), toxic and psychotropic substances, drugs, radioactive materials, cultural values (archaeological, numismatic treasures, old and rare books, objects made of metals and precious stones), securities, banknotes, counterfeit coins and tobacco products will be excluded from the list of confiscated goods managed by the State Tax Service.
